I think it's best to split the PR and merge it into the appropriate branches. If someone visits the 2.8 branch, they will still be unable to see the changelog entry as it's only present in the later branches.

My mistake. I haven't noticed that the PR is in master branch. I did the change in 2.8 branch.

Closing the PR because target branch can't be changed. #19083 targets 2.8 branch
