Steps to replicate the issue (include links if applicable):

Open Special:Block with MultiBlocks enabled
Switch to mobile view
Scroll down to "Block details" section

What happens?:
The subtitle for the "Block details" section appears in the same style as the title, making it feel like it is a separate section

What should have happened instead?:
The styling should be consistent to desktop

Other information (browser name/version, screenshots, etc.):

Derived Requirement

Ensure that the "Block details" subtitle in Special:Block with MultiBlocks enabled is styled consistently with the desktop version when viewed in mobile (Minerva) skin, so it does not visually appear as a new section heading.

Test Case 1: Ensure "Block details" subtitle has consistent styling on mobile

Enable MultiBlocks on the test wiki.
Open Special:Block using the Minerva (mobile) skin.
Scroll down to the "Block details" section.
