[Form][RFC] Move *LayoutTestCase class from Form component to Twig bridge #50124

I would like to propose to move the following classes from Form component to the Twig bridge:
These abstract classes provide methods for testing form layout located in the Twig bridge and are only use there. Therefore, I think they belong in this package rather than in the Form component.
Moreover, this will simplify and allow progress on #49775
