Hi,

I can't select and run suite or test which name contains UTF-8 characters in VS Code with robotcode 1.5.0 running in Windows environment.

How to reproduce:

1. Checkout and open https://github.com/moledzki/robotcode repository in VS Code
2. Switch to Testing tab
3. Try to run tests from "Mały Teścik" suite
4. Try to run test "Witaj świecie" from Utf-Names suite

Actual result:
[ ERROR ] Suite 'Robotcode' contains no tests or tasks error appears after executing point 3 and 4.

Expected results:
Selected tests are executed.

Linux environment is not affected by this problem.
