Remove WITH_WIDE_UNICODE flag from setup.py/runtime

-   Pythonnet version: `Current`
-   Python version: `PY27, PY33+`
-   Operating System: `All`

### Details

After [PY33 release](https://docs.python.org/3/whatsnew/3.3.html#functionality) `with_wide_unicode` flag has been removed. These flags are only set on PY3 builds since PY2 doesn't have `sys.abiflags`.
