Instructions on installing build dependencies for Windows

We do not know how to install `python-ldap`'s [build dependencies](http://python-ldap.org/en/python-ldap-3.2.0/installing.html#build-prerequisites) on a Windows system.

If anyone can provide instructions, I'll be glad to publish them, and/or add them as CI checks.
