Expected:

When dynamic parameters is enabled for a template, updating a workspace that has a new build with a new required parameter on the active template version should display a dialog that takes the user to the workspace parameters page.

When dynamic parameters is not enabled, the UpdateBuildParametersDialog should be displayed so the user can add a value for the new parameter.

Actual:

After clicking the tooltip and attempting to update the build, the user is sent to the workspace page and shown a missing build parameter error toast
