Add queries and views to interrogate the database on the current state of prebuilds.
These are used to determine:

• which prebuilds we need to delete (usually because they're outdated)
• how many new prebuilds to create (to replace prebuilds that were claimed, failed or became outdated)
• metrics that will be reported to prometheus
