Need a distributed load generation system in the multi-region scaletest. In addition to each regional cluster's nodes for workspaces, a pod should be responsible for generating 4 types of traffic for 3.3k users.

• SSH traffic over direct connections
• Workspace app traffic over WSProxies
• PTY (Terminal) traffic over WSProxies
• An idle browser window with the dashboard open (headless)

This should be easily spun up on-demand.
