Problem:

We need production infrastructure for generating licenses. This should be relatively locked down to reduce chance of leaking keys or license files.

AC:

1. VM with license generator installed
2. Bucket for keys
3. Retention policy on bucket for 25 years
4. Lock down bucket so that VM + Spike | Kyle | Ammar | Mark | Ketan have access
5. Lock down VM so that the above + all of sales have SSH access
6. Environment variables set up to access the production bucket and start server on localhost
