Configure custom phpcs ruleset

Our project has its own [phpcs.xml](https://github.com/Gizra/og/blob/8.x-1.x/phpcs.xml) that points to a [custom ruleset "Drupal Module"](https://github.com/Gizra/og/blob/8.x-1.x/phpcs-ruleset.xml.dist).
