build: Upgrade mediawiki/mediawiki-phan-config from v0.12.1 to v0.14.0 and make pass For now, leaving MediaWikiNoEmptyIfDefined un-fixed, but the others are simple enough. Parsoid is a bidirectional parser between wikitext and HTML5.
It was originally written in JavaScript running on Node.js but was ported to PHP.
