build: Updating mediawiki/mediawiki-phan-config to 0.16.0 Change-Id: I11eff04661b9c83380efa783863b1ba273371b31
Wikispeech is a MediaWiki extension which provides text-to-speech functionality allowing a page to be read aloud to the user.
It uses the Speechoid service to synthesize audio from the text on MediaWiki pages.
